FS作戰為大日本帝国在第二次世界大战的太平洋战争中曾計劃進攻並侵佔斐濟、萨摩亚和新喀里多尼亞的作戰的代號。該作戰原定於完成MO、RY及MI作戰（中途岛海战）後在1942年7-8月執行。
FS作戰原訂為大日本帝國海軍與大日本帝國陸軍共同執行的作戰，其主要目標為嘗試在MO、RY、MI作戰完成後，接着切斷連接澳洲和美國的补给线及通訊，以便達成削弱或消除澳洲對日本南太平洋防衛圈的威脅此一目標。
此一FS作戰受日本在珊瑚海海战所遇到的阻礙影響而延遲，繼而由於中途岛海战的挫敗讓日本損失了四艘航空母艦而取消。原本預定參與是次作戰的日本陸軍第17軍 在作戰取消後被調到參與重新奪取作為原MO作戰作戰目標的莫尔兹比港（但並未成功），以及在盟軍攻勢下防守所罗门群岛。
